Implement federally supported regional manufacturing, agricultural, and other trades public service academies to teach people how make, build, and do things. They can be taught by experts and retired people from those fields. Participants can learn about all levels of production through management. What is produced and the skilled labor can benefit the communities and country. Certified graduates can go on to work in their own business or other companies after 4 yrs service.

Have one in four or so people on welfare trained in good child care, then employ them as government paid child care for those in poverty to allow them to get better jobs without worrying about how they will pay for child care while they work. This gives good jobs to ~25% of them, and frees the others to get jobs knowing that their children will be well cared for.

Forget Drug Test for Gov't Programs Require enrollment in educational program for entitlement to unemployment or any welfare program. Require proof of satisfactory attendance, not grades just as filing of seeking employment. Exemptions that make sense.

Proportional benefits for part time workers. Instead of no benefits (health insurance, retirement, profit sharing, etc) for part time workers, how about legislation making all workers eligible for benefits proportional to the number of hours they work per week. If a worker works 20 hours a week, they get a tax free stipend to apply to Obamacare. This would help low wage and part time workers by removing the incentive employers have to restrict workers to part time.
