The CBO and OMB and GAO have traditionally done that. They are routinely ignored and are frequently strong-armed and/or otherwise co-opted by the foxes in the hen house. So the point I think would be how do we bring the results of these studies to bear on governance, since the politicians simply ignore or attack and reject the findings as being just another example of government being bad for us.
