Every bill must be 100% germane. If you want to attack contraception, it needs a standalone bill, not as a "rider" in a Budget bill. New Idea or New Subject? New. Bill. Every. Time.

No more Pork! All bills have to stand alone - no back door deal-making, adding a bridge to nowhere, or anything. A bill should be an idea that lives or dies on it's own - not because it was bogged down with things no one would vote for.

Stop allowing unrelated items to be slipped into bills in order to get them passed, such as North Carolina's abortion restrictions that were slipped into a motorcycle safety bill in 2013.

A Constitutional Amendment that Congresss may not attach amendments to proposed billls which have nothing to do with the issue which that legislation is addressing.

It should be illegal to attach unrelated riders to "must-pass" bills, or any bill for that matter. A bill should be limited to one issue only. Americans are being shafted by puppet congressmen who sneak riders composed by industry lobbyists onto must-pass, unrelated bills, usually at the last minute. This handcuffs the President, who should also have the power of line-item-veto, so that he can veto these harmful riders when appear.
